With all due respect, I don't feel your reasons support your position. It's quite possible that North Korea has already conducted "drastically more threatening" hacks against the United States. For obvious reasons, covert, state-sponsored, cyber espionage typically isn't acknowledged by the parties or publicized.

Research, development and building prototypes are essential steps to evaluate potentially viable weapons platforms. It's unlikely the manufacturer profited greatly.
