I haven’t read the terms for this program, but I will say that under Biden’s FCC, my local rural telco suddenly got very interested in connecting me to fiber, and Comcast just strung lines along the telephone poles by my property.

Moderation is difficult, labor-intensive and always angers some people, but is necessary for a social medium to work. Sounds like they’re trying to delegate a lot of the gruntwork to the users with a complicated feed/filtering system, and I wish them luck in that. Not a lot of folks want to carefully tune their feed
