What;s unique about sport bikes is that they give the offender a very effective tool to evade police. Most police departments will not pursue a sport bike. So there's very little police can do and the bikers know this and take advantage of it.

That's easy enough, ban "critical mass" gatherings. If cyclists want to do this, treat it like they do an organized rally or race. Get permits and do it right.

Because none of those groups did this kind of thing.
