This might be a man vs. woman thing. I would assume most b&b owners (whether male or female) would prefer providing a room to a female. I'm sure there is a race bias as well, but it would be interesting to see the differences between white male/female vs. black male/female.

Voter turnout is the cause. People under 30 do not vote in local elections; judges, mayors, sheriffs, council men and women. Fine 18-29 year olds. Label them whatever you like, but over 80% choose to let their representatives be decided by 30+ year olds.
