why do military transports have a high T tail sections whereas commercial air transports seem to have the horizontal tail surfaces mounted on the long axis of the air frame? My guess is that it has something to do with moving them out of the exhaust/thrust cone from the engines

Smaller over all diameter in the rear with a wider wheel and tire. And then run a narrower wheel and tire on the front with a larger overall diameter.
