I can actually answer this: I spoke to a nintendo rep, and they said that this actually is working as intended in regards to this method.

I think the concept of teams rather than duos really shakes up the formula. Because before, you had to trust your partner and learn to work together with one person. But with teams, that dynamic is now even more complicated and should create some interesting plot arcs revolving around that.
