We live near some hiking trails a lot of people get lost on. Not Lost really, but a mile plus away from their car and where they meant to be. With my experience at a high school water balloons have a distinct downside. People blow up hundreds on  Field Day and a small percentage of the fragments get disposed of properly. I think they should be Double Banned.
