In the case of TaleSpin; it didn't matter. Archive footage on DVD and Toon Disney still has Jim Cummings voicing Louie. No overdubbing was done. So either Disney paid the fees, or they are in violation of the ruling on the Prima Estate case and the Prima Estate doesn't know, which makes them look like idiots.

Of course Toon Disney never got it. Their editing practices are a complete joke (it's okay to show setting chocolate on fire and even show a lit match; but if they strike the match, it's cut…and then they show a struck match in another episode. Their gun editing is also inconsistent. Far shots of gun pointing is fine,
