No. The President does not direct the DOJ on who to investigate. The DOJ is an independent body with its director (the Attorney General) appointed by the President. It’s the same reason Trump can’t directly derail the Mueller investigation.
Single-payer wouldn’t have made it through Congress, otherwise, it would have. The DOJ determines whether to prosecute bankers. And, we were at war. Obama did stuff, you just don’t agree with it.

California is liberal by population (L.A., S.F.) which is why it is hard for Republicans to capture statewide office. But, by area, California is more conservative (think Central California, IE, Orange County and San Diego). However, because of less density, they just don’t have the votes.
