Actually, yes, at least in urban areas. Currently, many districts are drawn to ensure that there is a certain amount of minority representation.

If you notice, the camera is not focused on the lady for most of the video. The lady only comes into full frame for a little bit. This suggests to me that the videoer was holding her camera still and secretly filming without intentionally focusing on the subject.

Unfortunately, that would tend to disenfranchise minorities, potentially making the situation worse.
