This is pretty much the eternal question for top-tier powered comic book characters. There has to be some conflict, so characters like Hulk/Silver Surfer/Black Bolt who are supposed to have nigh-limitless power have to be outsmarted, pitted against EVEN STRONGER characters, or just written poorly.
