Sure, if they are keeping the assemblies the same rolling circumference. Unfortunately, most upgrades mean the vehicle gets a larger rolling circumference assembly. More mass, different size, etc.
Oddly enough, I find that the majority of wheel/tire swaps that we see in the shop are due to the owner wanting to change the size of the assemblies to make them look different. Rarely do we see a same size swap, they almost always are plus size in overall diameter.
