Wait, so the new environmental regs are killing small cars for not meeting emissions standards (or potentially forcing more expensive modifications that will raise prices) but give a pass for the big gas guzzling SUVs and trucks?

You don’t even need that. Just take the whole cat to the scrapper. They just use the number on it and give you money.  On my Tacoma, the 4 cats largely paid for longtube headers many years ago.
