Absolutely, food props frequently remain untouched in movies and TV shows for continuity's sake - and especially on shows with a highly "composed" look like Pretty Little Liars, where hair and wardrobe are a top priority.
If you watch this clip you will see them throwing away uneaten food to make a point and talk about how they have no appetite after they hear some news, it is not about whether or not the actors put food in their mouths.
