I think you might be looking at it wrong, if we use 18 million barrels a day, and we want to reduce prices by 10% (A fairly large shift, and just back of envelope math) We’d need to add 1.8 million barrels a day into the mix. 10% off gas prices @ $3.80/gal would be ~$.38 per gallon.
