I half-disagree with that as Daniel Bruhl’s Zemo is my favorite MCU “villain” so far and the best thing in Civil War. For me he is a unique antagonist, because he is just a guy with an exceptional drive and a very personal goal. He is not part of the hero-villain dichotomy.
