Pretty much no, but they could tie highway funds or whatever to it thus greatly incentivizing it (this constitutionally suspect to me, but whatever, it is just the way it is). That is why speed limits and DUI-levels are basically uniform nationwide.

GoPros and Contours are terrible in low light. What drives the price of these Axon units is their optics. Good optics are expensive (GoPro), good low-light optics are VERY expensive (Axon).

GoPros probably don't have the same storage and battery capabilities as the cameras the government is buying. Wonder how long these ones record for and how long they keep the data? Probably at least a week, maybe even a month.
