I’ll take that deal. In most casual observer’s eyes the Republicans still own the government. They still have the president and the Senate. They won’t be able to pass anything. People will complain about gridlock in Washington and want change. And change rarely benefits the party in power.

It hurts all incumbents equally. But since there are more Dem incumbents up for reelection this cycle, it overall hurts the Dems more.
