I don't think anyone is getting what Tanner is saying. He's saying that the person who made the prank call and that prankster's parents should both get reprimanded to the full extent of the law... not the parents of the victims or the victims themselves. While I don't think that the parents are criminally negligent, leaving your 14 year old unattended and unmonitored while he/she carries on conversations with complete strangers should be punishable by a stiff slap upside the head.

I think he meant the parents OF the prankster. As in, if their son is so immature that he'd swat, then it's their responsibility to keep him from playing such games.

I believe he is blaming the "pranker" (and his/her parents) not the one having the cops arrive at the house. Although the line "can lead to shit like this" doesn't make that very clear, but the rest points to it being the one doing the swatting.
