All building for cars does is punish pedestrians and cyclists...and all city residents.
The economy rebounded because of a massive influx of public spending for the war effort and that the US didn’t have its infrastructure destroyed by a massive groundwar and/or nuclear bombs. Not because “Detroit” was building better/more efficient/etc., cars.
And yet it works around the world. Cities need to be designed around making car travel less convenient. Speeds? Lower. Parking? More limited. Lanes? Narrower.

No one is forcing anyone to buy an EV! Even if new ICE cars are outlawed, used ICE still exist. Also, in the next decade EV and its alternatives will continue to get better, just like our climate will continue to get hotter.
