Yeahhhhh, I do have my snarky hat on for this issue. I get mad at these ranks of men making impractical rules. What I see (in my own experience with the military) is old-fashioned men making rules based on out of date prejudices amd misconceptions and it makes me mad.

Around bases and barracks, yes you generally don't carry anything in your saluting hand. Saying that though, it's poor form to force someone to salute who is carrying something heavy with both hands. You can 'brace up' which is another way to show the compliment.
