sounds more like the prison needs to improve their IT security. There’s no reason for the administrative computers to be on the same network as what the prisoners have access to.

I think it’s a combination of both. In youth, girls are discouraged from pursuing CS and thus when they are old enough to make a meaningful career decision are not interested in it. When i was in college there were only 12 women in a class of 200 in the CS department. That is insanely imbalanced.
