looks like sony went for cost accessibility instead of customizability.  Building a product like this that targets such a varied niche of the population really needs to be highly customizable. yes. 13-2 was essentially the same combat as 13. Lightning Returns was basically the same except you only had access to the 4 abilities you equip on each of 3 outfit slots which you can swap between. Equipment stats and ability choice played a huge role in Lightning Returns, kind of like X.

all the 13s are essentially ATB. You build action meter by waiting and expend it to do anything. It just did a good job disguising itself my having characters move around the field, similar to Grandia 2 & 3.
