I believe that is if they use a bail bondsman. They pay the bondsman 10% which they don’t get back, and the bondsman pays the full amount which they get returned when the defendant shows up in court.

netflix on PC allows for downloading ahead of time, so even if she doesn’t have the bandwidth to stream in real time they could download and watch it later. The you have to renew the video license every so often but that doesn’t require re-downloading the video.
