@m57: It's not being turned over to tourists. These are privately funded endeavors using Russian 'spots' on the station for short term trips that they wouldn't otherwise be using. Furthermore, these trips help fund the Russian space program. There's no real downside to this from the American perspective.
@m57: what. So what if people are able to pay millions of dollars to go to the INTERNATIONAL (ie not the exclusive property of the USA) Space Station on Russian spacecraft? How does this affect you? Are you really that jealous?
