I agree there is going to be nuance, but that can’t be well captured in standard policy and the current standard allows cops to justify nearly every shooting regardless of the situation. I think the standard should be in the opposite direction.

I’d believe that, is the source? Pretty sure the number I quickly grabbed included traffic fatalities and accidents as opposed to altercations with suspects.
My thought is that cops should never fire the first shot. Not a perfect solution, but takes away a lot of the grey area. Would this make it more dangerous to be a police officer? Probably, but the fact is cops kill ~6 times as many people annually as the number of cops killed on duty. Pay them more for the risk, but…
