I have the same reading of the movie. The only reason it's only somewhat fun for me instead of great is that the plot mechanics used to convey this allegory were incredibly sloppy, and the economy of this world (while not needing to be spelled out entirely) made very little sense, which actively hurt the climax.
I totally agree with you, so this is just an interesting aside, but in many conflict areas that are impoverished, cell phones and smart phones are extremely common because they are cheaper and more reliable than maintaining the landlines.
