You either write about the fully developed male characters who participate in the main storylines of the show, or the females who don't have any established characteristics beyond name, rank, and seat assignment. I'm not trying to judge the show by modern standards, or attacking the choices they made; just pointing out that when people wanted to write romantic fan-fiction based on the show, they didn't have any female characters to work with.
