It actually reads cheap to me when people want to split it evenly. Most of those people want to mooch off other people who don’t order much, so they can supplement the cost of their meal. Wanting to pay for what you ordered is not cheap. It’s called living within your means, and its smart.

If I were a member of this administration I would stay away from a lot of restaurants, especially from Latin Restaurants, I would fully expect mucus, urine, semen, etc... in my meals. Not saying it is right but it is a possibility.
