Who says those states want the credits? They’ve just put in mandates about emissions. The manufacturers are the ones saying they need the tax credit to make it work.

The credit isn’t open-ended. It phases out automatically for each auto maker after they sell 200k plug-in EVs. That sort of limit seems like exactly what you want: it incentivizes development and sales of EVs until the point where they’ve sold enough to amortize R&D costs.
