I know that x-rays do not require a rotating target. Our admittedly old XRD systems just have a copper target in the tube for the electrons to strike and then a filter crystal to collimate the beam.

Yeah, I am pretty sure the lack of vacuum would prevent it. The voltage on the X-ray tubes I work with are surprisingly low, 15kV at something like 15mA.
