They usually are very careful and strict about safety in major studio productions. It’s low budget movies like this that will cut corners since everything is rushed and they generally won’t have anywhere near the budget they should to do it right.
For A-list talent, sure, but if you’re not at Cena’s level of fame you need an agent to find opportunities because even if you have some success you won’t have productions coming to you. They may set up deals as well, but you need a lawyer for the contracts.
Tightening of the budget could also be because it’s season 3 of a show that never really hit big and probably won’t at this point.
That’s a lot of work, though.

Most likely it’s a producer that means basically nothing and was most likely added to entice him when they couldn’t pay what he though he was worth. That’s pretty standard with low or mid budget movies.
It’s clams with olive oil, garlic and parsley which is where most of the flavor comes from. Clams get the credit but that’s the item you’d probably miss the least.
The TCM channel on Max is pretty bad. Tubi actually has a lot better selection of older movies.
