I think the guards read up on the criminals they're about to get and tweak the collars to the specifics. Some collars are used just to incapacitate the powerless ones in case they try to start a riot.

I'm assuming here. At the very least, we'll see Black Beetle and Virgil—the former locked a door in front of Wonder Girl and the latter in a trailer, but I don't know if we'll see the other kids. Black will probably be in the episode after in the Hall of Justice.
