It’s not your right to skirt the law just because you drive an expensive classic car.

What?  This is a scam to save owners from paying the initial registration tax on a new vehicle purchase.  This isn’t about the annual registration fee. 

Wut. This is just people avoiding paying what is effectively sales tax on a purchase/registration. If you don’t like the law, change it or move. And the cars aren’t being taxed again as new, they’re being taxed at their current market or transaction values as far as I can tell.

Well, if the owners are shorting GA to the tune of $10k a pop, one a month per investigator would make it revenue neutral. But that’s a shitty metric for whether or not fraud should be investigated and be punished.
