This is the kind of thing that just wouldn’t be possible on the PS4, due to the locked-down nature of consoles. Sorry, but looks like you need to buy a PC.

really unlikely. The controls are very pc centric not to mention the options like “select video fps” which wouldn’t be possible on consoles.

To whoever made that stupid graphic: I can dispute the entire thing just by saying, "Because Valve said so." They have a disclaimer in place, so no matter how well something may be received by the public, none of it matters at all when it comes to whether Valve wants to put their foot down or not.
As a reminder to all first amendment apologists: Valve is not a government entity and is allowed to enforce their own restrictions on the content they distribute.
