As of right now, yes, that is perfectly normal for a 7-series card. Nvidia's drivers have been utter garbage. My GTX 760 and i7 have been running the game between 50-60 FPS with the Seasons of Skyrim ENB installed.

Oh, I was pissed when I found out they put that challenge out there and then realized I couldn't even acquire the color scheme and whatever else it needed. I had the emblem, but that was it.
I actually managed to get a Legendary cape for my Hunter. You had to hit Iron Banner rank 1 and drop 2000 Glimmer for it.
