I'd honestly wager the next one will come to PC. Bungie said they wanted to focus on making console games first and not spread themselves thin by making a PC division for the time-being.

Halo 4 was a great game...I loved the single player, had some great moments in the multiplayer...but I have never put a Halo game down as quickly as I did Halo 4. That should be saying something.

Don't listen to anyone who calls themselves a "real fan" and hates on Halo: Reach with no reason other than "It just sucks." The game was the best-made Halo title in the series, and it was very clear Bungie had wanted it to be the best Halo it could be since it would be their last. To me, anyway, it showed.
See, I've played every Halo game in the series, and one of the major reasons I loved Reach was because it played a lot more like Combat Evolved than Halo 2 or Halo 3 (both of which I found frustrating). I loved the health/medkit system being brought back, the customization, the story, all of it.

I knew that, even Bungie said that they were rushed into releasing what they thought was a very unfinished product. In their words, whenever speaking about Halo 2: "We screwed up."
It always seemed to me there was never a middle ground when it came to opinions about Reach. You either really enjoyed it or you loathed it deeply. What was so bad about it? I didn't care much for Halo 3...I hated Halo 2.
