The story looks interesting enough. A futuristic Cold War in which sworn enemies in the previous games are forced to live side-by-side with the people they tried to destroy.

For certain medical ailments, we do! There have been neural implants developed to help patients with Parkinson's, wireless pacemakers, cochlear implants, all sorts of cool stuff.

When it comes to actual augmentation, that would be awesome.
