Majora's Mask was definitely streets ahead in regards to the story, the innovative concepts and the incredible character interactions (the whole Kafei story still brings a tear to my eye), but it was built on the framework of Ocarina of Tim. It's an unfair way to judge a game, but everyone does it for some reason.

I personally like Ocarina better, too; Link to the Past took the framework of the first game and expanded it to its full potential, while Ocarina pioneered 3D adventure games as a whole and invented targeting.
