What cpu? I have an i5-2500, r9-280x and formerly 7850. I run it absolute max with insane textures and 4x msaa on the 280x and I ran it the same with textures down a notch and no AA, all 1080p. If you are getting 40 with a 770 I'd check for drivers or another bottleneck.
