These are home made ice tires, they're for a very specific purpose - riding on ice. Since riding on ice is impossible without the tires in the first place, you haven't really made anything more or less dangerous. Also you're not going to be going fast enough for long enough to really care about balance.

The coverage on these things is crazy. Owners will take out an additional policy just for the day when they take it for a drive. I met a man at AIG who holds the policies for 14 of them. He says that whenever one sells at auction for a record price all the owners call up demanding for theirs to be valued the same.
