Seriously, there are MANY programatic solutions to this. Kinja can force all burner comments to require moderation before publication, can disable images on burner accounts, or can use a web-form for tips on a permanent page (and not allow images on that page.) It's not hard to solve.

In all fairness, I think that dog is at least part Jack Russell, they lose their shit over carpet.
