You don’t need the NTHSA’s approval for a mandatory recall. They only FORCE you to do one when you won’t.

What could FCA be held liable for? Even the NHTSA didn’t find a single failure of the vehicle itself. FCA is not accountable for people not operating the car correctly

But since it wasn’t a requirement for NHTSA certification, it’s technically a safe vehicle as presented and operated per manufacturer’s specs.
