Yeah, there’s really no reason to test the speed of HDD’s. Keep your OS on an SSD (M.2 even better than regular SSD), and go from there. My PC will start up and be ready to go in 7-9 seconds, but I’ll actually wait and hear the HDD spin up when I need to access it’s files. I’d be more concerned with its reliability…
