These studies are unfortunately thrash. Without a control group, for a disease where the majority will recover, even if hospitalized, there are no conclusions that can be drawn from an uncontrolled study. 

I don’t think so. They got ahead of the curve in those cities, did massive testing and identified almost all of the cases - enough to reduce the transmission rate below that needed for community spread. We need to do the same here. Hint: the Koreans did the same and it is working.
