I haven’t encountered your specific issue, but it’s probably because I rarely drive. To put into perspective, my Metromile’s year-end review reported that I drove 1,370 miles last year.
My per mile rate dropped the previous year; currently, it’s at 2.9¢/ mile.
I haven’t yet filed any claims, probably because I rarely drive in the first place, so I have nothing to contribute towards that. Love their app and all the data, and it’s just a painless, seamless experience.

I have Metromile. My renewal notice came last week, and my annualized base rate dropped $3 while my per-mile costs remained the same.
