There are lot of old cars here, but unfortunately you either have to fix rust holes (not rusted through = no problem) or have to take the car off the road. And maybe sell it to someone who would fix it, or wreck it...
This is one of the regulations that is unnecessarily tough :-/

I am german and I can totally understand these regulations have to be hard to get as someone who is not used to anything like it.
