That wasn't the plan as told in the episode - if that were it, there would be no point for a working warhead anyway - all you would need is something to carry the payload into space.

I think this show is in a lot more difficult spot because there isn't one clear protagonist and its sandbox is so much bigger. When watching Arrow, of the Flash, or Supergirl, you know that the story will either revolve around the protagonist or at least include them, and that it will happen in 'Insert name Here'
