Laces can impact the distance and accuracy but not so much at that distance. I would say the cold affected the ball more so. There is nothing worse than kicking a cold ball.

To be fair, most college and high school referees book it after the game ends. All officials are (or should have been) instructed to leave immediately. Nothing good comes from hanging around, even if you think you did a good job.
