The timeout situation is a problem all the way from the NFL to Pee Wee football. Officials get bombarded by a coach demanding a TO and the impulse is to kill the clock and or play before the snap. It is all totally based on memory, which in the NFL, a half can last over an hour and a half.

It’s interesting that they didn’t invite a defensive minded coach or player to the committee to discuss the rule.
